Abstract

O trabalho da polícia judiciária é complexo e envolve, entre outras questões, o cumprimento da sua missão constitucional, o respeito ao devido processo legal, os direitos humanos, a inteligência, o sigilo e a confidencialidade, a habilidade em lidar com a grande diversidade de casos e a fundamentação no conhecimento técnico e científico balizados pelas ciências forenses. Esse último é um dos fatores mais cruciais, em vista da grande diversidade da natureza humana, das condições e das diferenças sociais, do contingenciamento de recursos financeiros disponibilizados para os estudos e estímulo aos profissionais para capacitação e as inovações. Por outro lado, visto que a prática das organizações criminosas é orientada por uma ruptura com o ideal ético que pauta as normas legais, há de se considerar o alto potencial de adaptação que possuem para se evadir do escopo da justiça, o que promove, geralmente, uma luta desigual entre o crime e as forças policiais, além dos inerentes prejuízos à sociedade.

Author Biography

Cristiano Barros de Melo, University of Brasília

Medico Veterinário (UFRPE 1992), Mestre em Medicina Veterinária e Doutor em Ciência Animal (UFMG 1998, 2001). Professor Associado na Universidade de Brasília (UnB) em Brasília (DF) e Bolsista de Produtividade em Pesquisa do CNPq - PQ 2. Exerceu cargos administrativos na UnB como Coordenador do Programa de Pós-graduação em Ciências Animais (PPGCA-CAPES 5) - Mestrado e Doutorado - no período de 2007 a 2011, Diretor de Pesquisa (DIRPE) no Decanato (Pro-reitoria) de Pesquisa e Pós-graduação (DPP) no período de 2013 a 2015 e como Assessor no Gabinete da Vice-reitoria da UnB de 2015 a 2016. Presidiu a Comissão (GT) de Desenvolvimento e Implantação do Boletim de Atos Oficiais (2016) na UnB, bem como presidiu a Comissão (GT) de Desenvolvimento e Proposta da Unidade Seccional de Correição na Universidade de Brasília (2016), em colaboração com o Ministério da Transparência (CGU), em Brasília (DF). Recebeu a Medalha de Membro Titular da Academia Brasileira de Medicina Veterinária (ABRAMVET - Cadeira n. 25) em 2014. Foi agraciado com o Prêmio Moacyr Gomes de Freitas (Colégio Brasileiro de Parasitologia Veterinária - CBPV / 2002), com a Medalha do Grau de Comendador da Ordem do Mérito da Medicina Veterinária Brasileira (Sociedade Brasileira de Medicina Veterinária - SBMV, 2014), além de outras 14 distinções e homenagens no período de 2002 a 2018. Como pesquisador, atua na área de Medicina Veterinária Preventiva, Doenças Infecciosas dos Animais Domésticos, Doenças Infecciosas de Notificação Obrigatória, Doenças Parasitárias dos Animais, Vigilância Agropecuária Internacional em aeroportos, portos e fronteiras, Biossegurança e Defesa Alimentar. Colabora com Órgãos Federais como CAPES/MEC, CNPq, Ministério da Agricultura, Pecuária e Abastecimento (MAPA), Ministério da Defesa (MD), entre outros. Coordenou o Projeto intitulado Risco de introdução de agentes infecciosos por produtos de origem animal em bagagens em aeroportos internacionais no Brasil, no período de 2009 a 2013, considerando parceria entre o CNPq, MAPA/VIGIAGRO, MAPA/CGAL, MAPA/LANAGRO Pedro Leopoldo - Unidades do VIGIAGRO nos aeroportos internacionais, Receita Federal do Brasil - Aduana, entre outros.
