Abstract

This article intends to critically revisit the federal public security policies implemented in Brazil since the 2000s, focusing on the analysis of the National Program for Public Security with Citizenship (Pronasci) adopted by the Lula government between 2007 and 2012. Based in documentary research and in the analysis of the legislation and of the 31 agreements celebrated in the State of Paraná between 2007 and 2009, the research shows how the Program represented a certain reconfiguration of power and responsibilities among diverse spheres of State power. At the same time, it signals a process of complexification, instrumentation and transformation of public policy references in Brazil in the field of public safety, which will not be exempt from ambivalence and ambiguities.

Este artigo busca revisitar criticamente as políticas federais de segurança pública implementadas no Brasil a partir dos anos 2000, tendo como foco particular analisar o Programa Nacional de Segurança Pública com Cidadania (Pronasci) adotado pelo Governo Lula entre os anos de 2007 a 2012. Baseando-se na pesquisa documental, na análise da legislação e de 31 convênios celebrados no Estado do Paraná entre os anos de 2007 e 2009, a pesquisa aponta o quanto trata-se de um Programa que foi  representativo de uma determinada reconfiguração de poder e de responsabilidades entre as mais diversas esferas de poder do Estado, ao mesmo tempo em que vai sinalizar, no campo da segurança pública, um processo de complexificação, de instrumentação e de transformação dos referenciais das políticas públicas no Brasil, o que não estará isento de ambivalências e de ambiguidades
