Entrepreneurial orientation in the Federal Police – stimuli and restrictions based on organizational characteristics

Abstract
Police organizations have moved towards incorporating more efficient procedures with a view to improving the services provided. In this sense, the study of entrepreneurial orientation and the identification of organizational characteristics that act as inducers or inhibitors of this behavior gain in relevance. Entrepreneurial orientation has been little studied in police organizations. In this sense, the present work aims to analyze the relationship between characteristics present in the organization and the entrepreneurial orientation of public servants. In order to achieve the proposed objective, primary information was collected from 321 Federal Police delegates using a structured questionnaire. Data were analyzed with exploratory factor analysis and multiple regression analysis. The results found show the relevance of leadership for proactivity and for the propensity to take risks on the part of the delegates. Additionally, it was observed that the provision of qualification and training was associated with risk propensity, however not with proactivity. Contrary to expectations, the presence of norms and rules did not prove to be an obstacle to entrepreneurial orientation, but a stimulus to risk.
