Editorial: Police Intelligence as an Instrument for the Realization of the Fundamental Right to Public Security

Abstract

This editorial explores the importance of police intelligence activity as a crucial instrument for the realization of the fundamental right to public security. It emphasizes the role of intelligence in enhancing law enforcement efforts, preventing crime, and safeguarding the well-being of society. The editorial highlights the importance of a balanced approach that respects individual rights and freedoms while establishing itself as an efficient mechanism for combating criminal activities. It calls for the continuation of research, development, and ethical use of intelligence tools and methodologies to ensure the effective fulfillment of the right to public security in accordance with democratic principles and legal frameworks.

Fábio Alceu Mertens, Polícia Federal, Brasília-DF, Brasil / Delegado de Polícia Federal / Editor Convidado

He holds a Bachelor's degree in Law from UFRGS (1999), a Master's degree in Legal Science from the University of Vale do Itajai (2007), and a specialization in Police Science and Intelligence from the National Police Academy (2012). Internationally, he has received training in Criminal Justice Education from the University of Virginia/USA in partnership with the FBI National Academy. He is a Federal Police Delegate at the Federal Police Department. He is a Professor and Tutor at the National Police Academy in various subjects and also teaches at other educational institutions. Currently, he serves as the General Coordinator of International Police Cooperation at the International Cooperation Directorate of the Federal Police

Guest editor for the thematic dossier of this edition. He holds a Master's degree in Risk Management with an emphasis on Public Security from the Federal University of Pernambuco. He is a Strategic Intelligence Analyst graduate from the Superior War School (ESG). He is a Specialist in Public Security Intelligence from the South University of Santa Catarina; MBA in Risk Management using the Brasiliano methodology. He is a Federal Police Agent. Currently, he is the Chief of the Intelligence Unit at the Coordination for Personal Protection, within the Executive Directorate. He is a professor at the National Police Academy of the Federal Police Department (ANP/DPF) in the Training, Specialization, and Enhancement Courses. He is a professor of Intelligence Doctrine (DDCI) at the Federal Police. He is a co-author of the SABRE method for risk analysis of the Federal Police. He is a co-author of the ARSO methodology - Organic Security Risk Analysis. He is the author of the Risk Analysis methodology with an emphasis on Port Security (ARESP), winner of the 2021 Public Spirit Award in the Public Security category. He is the author of the Presidential Protection Matrix (MPP) methodology. He is a content provider for the National Police Academy and the National Secretariat of Public Security. He has authored several articles and technical studies on knowledge management processes and currently serves as the Chief of the Strategic Analysis Division of the Police Intelligence Directorate.

Master in Police Sciences, Criminology and Criminal Investigation (2013-2015), by the Higher Institute of Police Sciences and Internal Security (Lisbon, Portugal), recognized as a Master in Law by the University of Brasília, Postgraduate (lato sensu) in Police Sciences from ISCPSI (2013-2014), Postgraduate (lato sensu) in Criminal Sciences from UNAMA/UVB/LFG (2005-2007), Law Degree from the Federal University of Maranhão (1997-2002).

He was Deputy Head of the Federal Police Station in Imperatriz/MA (2004-2005), Head of the Special Group to Combat Hate Crimes and Child Pornography on the Internet (GECOP) of the Human Rights Division of the Federal Police (2008-2012) , Head of the Cyber Crime Repression Group (GRCC) of the Regional Superintendence of the Federal Police in the Federal District (2012-2018) and Head of the Research and Publications Service (SPP) of the Coordination of the Federal Police College of the National Police Academy (2018-2023).

He is currently assigned to the Cybercrime Combat Directorate of the Federal Police. He is a professor  and distance education professor (tutor) at the National Police Academy (since 2007), where he coordinated the Specialization in Police Sciences (2018-2021) and coordinates the Specialization in Judicial Police Law (since 2021). Federal Police Commissioner since 2003. He has experience in the areas of Criminal Law, Criminal Procedure, Human Rights and Investigation of Cyber Crimes. Author of Investigação Criminal Cibernética: por uma política criminal de proteção à criança e ao adolescente na Internet (2015).
