Convict sample collection project national interaction and legal compliance in favor of justice

Abstract
The Brazilian legislation determines that those convicted of a serious crime committed
with serious violence against the person, as well as for a crime against life, against sexual
freedom or for a sexual offense against a vulnerable person must, obligatorily, be identi -
fied by their profile genetic. In 2017, five years after the appearance of the legal provision,
just over a thousand convicts had their profiles entered in the National Bank of Genetic
Profiles. Furthermore, these came from only ten federation units; Therefore, the majority
of Brazilian states did not register the genetic profiles of the convicts. With the objective
of complying with the Brazilian legislation applied to criminal identification with genetic
profile by all units of the federation, as well as strengthening the Integrated Network of
Genetic Profile Banks as a tool for aid for criminal investigation and procedural instruc -
tion, emerges the project of the Collection of Condemned Museums. The Project, de -
veloped and implemented in 2018 and 2019, counted with the participation of all the
states of the federation and resulted in an expressive growth (2.897%) in the insertion of
genetic profiles of convicts (2.08 to 28 of November 2017 compared to 60.184 and De -
cember 31, 2019). The significant increase in the insertion of genetic profiles of individu-
als identified criminally resulted in a greater effectiveness of the genetic profile banks as a
tool to aid in investigations. In the biennium, the coincidences (maches) observed in the
RIBPG grew by 277% (376 and November 28, 2017 compared to 1,418 and November
28, 2019).
