Aims and Scope

The Brazilian Journal of Police Sciences - RBCP (ISSN online 2318-6917 and ISSN printed 2178-0013) is an online and printed publication, peer-reviewed, with Open Access and aims to publish scientific papers (articles, reviews and interviews) prepared by national and foreign researchers, when considered relevant to the theoretical and practical advancement of Police Sciences, promoting the production of knowledge , dialectical interdisciplinarity and the exchange of experiences in police doctrine at the academic level.

It is a journal with academic purpose, linked to the Postgraduate Program in Police Sciences of the Federal Police College Coordination (CESP/ANP), published since 2010, every six months and, from 2020, every four months, in January, May and September, with a hybrid format (electronic and printed), with a circulation of 1000 printed copies.

RBCP has an Editorial Board composed of national and foreign researchers. Articles in Portuguese, English, Spanish, French and Italian are accepted for publication. The processing of articles as well as their availability to authors and other readers is completely free.

Peer Review Process

Evaluation Policy

The RBCP publishes works submitted by guest researchers and material submitted and examined by peers, members of the Editorial Committee or ad hoc consultants. The journal prioritizes the participation of scientific reviewers external to the institution in the process of reviewing the submitted material, in search of greater impartiality.

The articles sent to the RBCP are submitted to a preliminary evaluation by the responsible Editor, regarding the most general aspects of the text and adherence to the theme pertaining to Police Science and/or the thematic dossier.

Opinions and concepts contained in scientific productions and the accuracy of the information contained therein are the sole responsibility of the person who signs the work. Research results or experience reports involving human beings must mention the ethical guidelines adopted, so that they are accepted for publication. In the case of Brazilian authors, they must respect the Resolutions of the National Health Council, especially CNS Resolution nº 466, December 12, 2012, and submit the opinion of the Ethics Committee of the respective home institution. In the case of research in the Humanities and Social Sciences, observe the guidelines of CNS Resolution No. 510, of 2016.

The preliminary evaluation may involve returning the material with suggestions for changes in both structure and content, or even archiving. Once this stage is passed, the material may be examined by at least two ad hoc evaluators, with the objective of verifying the scientific rigor, clarity and veracity of the information, compliance with grammatical and writing rules, as well as ethical principles.

Reviewers work voluntarily in a double-blind peer review system, in which they remain anonymous and do not know who the authors of the papers are. As an essential activity to the scientific process, they issue an opinion to the RBCP Editor, presenting one of the three results: acceptance, acceptance with reservations or rejection. If there is a disparity between the evaluations, a third Evaluator may be consulted, a second round of evaluations may be promoted or, immediately, the RBCP Editor or the Editorial Board will take the final decision. In the event of a suggestion for adjustments, the Editor will send the author to proceed as directed.

In order to achieve impartiality in the evaluation process, the Editorial Committee must guarantee the anonymity of those who submit the work, as well as ensure the secrecy of their participation to the evaluators, providing freedom for judgments and evaluations.

Regardless of the publication, any opinion and concepts expressed in the works and the accuracy of the information are the sole responsibility of the subscribers.

The material can be sent in Portuguese, English, Spanish, French and Italian. Exceptionally, works that have already been published, in printed or virtual versions, may be accepted, provided they are accompanied by a written authorization signed by the legal guardians and by the Editorial Board linked to the vehicle where the work was originally published.

Works submitted for publication, when not accepted, will be made available to the authors.

No remuneration is offered or accepted for activities carried out on this vehicle.

Participation in the RBCP evaluation process implies knowledge and agreement with the Editorial Policy and the Guidelines for Authors.

Frequency

Semi-annual frequency from 2010 to 2019. Every four months from 2020, in the months of January, May and September, always in a hybrid format (electronic and printed).

Open Access Policy

This journal offers immediate free access to its content, following the principle that making scientific knowledge available to the public free of charge provides greater world democratization of knowledge.

Likewise, this journal does not charge any article processing charging (APC) or for sending submissions. Therefore, all access to the content and the possibility of contributing as an author are free of charge.

Plagiarism detection

In addition to the terms and declaration of responsibility and copyright transfers, RBCP adopts the iThenticate tool (Professional Plagiarism Prevention) to identify possible similarity in the submitted works, both in terms of originality and originality.

Creative Commons License

The material published in the Brazilian Journal of Police Sciences is licensed under a Creative Commons Attribution-NonCommercial 4.0 International License, which allows you to copy and redistribute the material in any medium or format, make adaptations, as long as you give proper credit to the author, provide a link to the license and indicate whether the changes have been made, under the sole responsibility of the person who makes the adaptations. The commercial use of the material made available or creating additional restrictions not provided for in this license is prohibited..

Preprint and postprint deposit policies

In order to ensure greater publicity, transparency and speed in the dissemination of academic production results and in view of the recommendations that have been adopted in the scientific community, RBCP authorizes and encourages, but does not oblige, the deposit of manuscripts in preprint and postprint certified servers .

Articles that have been made available in preprint and postprint certified digital repositories are accepted as original contributions. It should be noted, however, that in this hypothesis, the author admits that he has made his scientific production public, with some impact on originality, and that, as a result, it is no longer possible for RBCP to ensure anonymity in relation to the scientific reviewers to be appointed . These will continue with the attribution of perfecting the work and guaranteeing its credibility (the golden way), but they will be able to discover the authorship of the material without having to resort to the formalities of the editorial process. Despite this, since it is the author's free and conscious choice to choose to make his work available on certified pre-print and post-print servers, there is no right in relation to the anonymity of scientific reviewers, which remains guaranteed by editorial policies of the RBCP.

The decision to accept articles deposited in preprint and postprint certified digital repository stems from the recognition of the existence of some situations in which the rapid dissemination of scientific papers becomes more relevant than the quality control process exercised by peers . By accepting articles already published in such repositories, the aim is to prevent researchers from publishing quality materials in non-certified, classified or questionable places. On the other hand, publication in certified repositories extends the debate beyond the peer review process, allowing the entire scientific community to participate in the process of improving scientific production prior to its publication in a journal.

In order to comply with this deposit policy, that is, to be able to be subsequently submitted and published in the RBCP, the article can be deposited as preprint and postprint, on the following certified servers:

SciELO Preprints is operated by Open Preprint Systems (OPS), open source software developed by the Public Knowledge Project (PKP), creator and developer of the Open Journal System (OJS). The SciELO Program is maintained in Brazil by the Foundation for Research Support of the State of São Paulo (FAPESP), the National Council for Scientific and Technological Development (CNPq) and the Coordination for the Improvement of Higher Education Personnel (CAPES) and supported by the Association Brazilian Scientific Editors (ABEC Brasil).

It should be noted that RBCP does not maintain any institutional link or direct relationship with said repositories, it only recognizes the seriousness and credibility of the services provided there, so that the author is responsible for seeking all necessary information regarding any licenses, copyrights or any other doubts about the internal policy of each repository.

The deposit of the preprint in these certified digital repositories does not influence the approval or disapproval of the evaluation process or the publication of the article in the RBCP. However, in the case of disapproval, it is possible that other journals will not accept the article, as it has been published in a preprint or postprint repository, which may impact the originality criterion.

If the author has opted for preprint or postprint deposit, this information must be included in the scientific production submission process to RBCP, explicitly stating that the article was deposited as a pre-print (or post-print) , indicating the address of the certified server, data that will be included at the end of the approved articles.

Code of Ethics

Based on the principles of a Democratic Rule of Law, designed to ensure the exercise of social and individual rights, freedom, security, well-being, development, equality and justice, without any form of discrimination, including by gender, race, sexual orientation, ethnic origin, religious belief, and considering the guidelines of the Committee on Publication Ethics - COPE and the Publishing Ethics Resource Kit - PERK/Elsevier which aim to encourage identification of plagiarism, bad practices, fraud or possible ethical violations, and in accordance with Law No. 9,610, of February 19, 1998, which consolidates copyright legislation in Brazil, RBCP adopts the following conducts:


a) Author:


- Articles submitted to the RBCP must indicate how each of the co-authors collaborated with the scientific production.
- After submission, any change in the article's authorship (removal, inclusion or substitution of names) will be, exceptionally, appreciated by the Editorial Committee.


b) Detection of similarities:


- The detection of similarity between texts is part of the RBCP editorial process, however it is up to the author to submit only academic or scientific production that meets the criteria of originality and originality, including assuming the commitment that the work was not submitted or is in analysis in another journal, except when it is a certified repository for pre-print or post-print deposit;
- In case the text submitted to the RBCP is development of a previous production, the information must be included in the comments to the editor during the submission process. In this case, the editorial team may request the necessary changes or exclude the work from the editorial process;
- In case of detection of illicit similarities, either through anti-plagiarism software or another procedure, according to art. 184 of the Penal Code, the work must be immediately returned to the author, even before being forwarded for scientific peer review. Depending on the case, the institution where the research was carried out and the funding agency (if any) will also be communicated.
- The detection of illicit similarity makes the publication of the work in the RBCP unfeasible or, if detected after publication, will result in the need for public retraction;


c) Guidelines for article retraction


- During the editorial process, authors are co-responsible for correcting any mistakes in the text, and must notify RBCP for further correction before, during or after publication;
- Retraction is a public instrument to record and/or correct problems with a published article or communicate its cancellation.
- A letter of retraction is required when an error is detected after publication. In this case, the error must be clarified in a transparent manner and a corresponding apology presented to the academic community.
- A public retraction will be necessary when:
i) there is evidence of fraud, either through misconduct (e.g.: fabrication of data) or by fault (e.g.: miscalculation or in the experiment);
ii) there is plagiarism or duplicity;
iii) it is unethical research.
- The justifications for the retraction must be expressly included in the retraction notices, including identifying who is retracting the article. Notices will be published in the electronic and printed versions of the journal and must include the title of the article and the respective authors.
- The pictured article is not excluded from the vehicle where it was originally published. In the html/xml version, only the message with the justification sent by the editor will be published. The original PDF is retained, but with the disclaimer text appended before the original full text. The file will contain watermark strips that will make its use unfeasible, making it difficult to read.
-In any event, the detected similarity will imply the impossibility of a new submission to the RBCP by the same author, including co-authorship, for a period of 24 months and, even so, as long as he presents a public retraction for the error.


d) Simultaneous submissions of the same work in more than one journal:


- As stated in the item “Submission conditions” (Guidelines for authors) on the RBCP website, by submitting a work, authors agree that the contribution is original and unpublished, and is not being evaluated for publication by another journal.


e) Secrecy:


- The desk review and blind review steps are carried out with the names of the authors of the papers omitted.
- The author is advised not to identify the academic or scientific production file with the names of the authors and must observe the instructions available in "Ensuring peer review s blind” (blind peer review).
- In order to guarantee impartiality and preserve the originality of the material, scientific reviewers must undertake not to discuss with third parties the article that is under their responsibility;
- Reviewers are instructed to inform the editor if they suspect that the author's identity is known to them;
- Violation of the blind peer review rule implies the possibility of exclusion from the RBCP reviewer database
- Editors should avoid sending invitations to reviewers who work in the same department of the same institution as the authors or who have already been co-authors at some point;
- Editors must commit not to divulge any information during the evaluation process of the article under their responsibility.


f) Conflict of interests


- Doubts related to ethical issues about the submission and publication process, which cannot be remedied on the RBCP website, must be resolved in the email [email protected];
- Any financial conflicts involving the scientific production process must be expressly mentioned, including sources of research funding;


g) Ethics in research


- Research ethics includes consistency in the methodology with the intended objectives, as well as respect for human and animal rights, and must be preserved throughout the process of writing and evaluating the results;
- All data used in the scientific production necessary for the peer review process or the editorial process must be made available, in order to verify the compatibility between the general and specific objectives, the research methodology and the results achieved, including their reproducibility under the same conditions;
- The detection of fraud in the submitted work, either by omission or data manipulation, with the objective of inducing results; by calculation error or in the experiment, it will imply the notification of the author(s) for presentation of the pertinent justifications. Depending on the case, when bad faith is proven, the institution where the research was carried out and the funding agency (if any) will also be communicated. If feasible, the editorial team may request adjustments to the research or exclude the work from the editorial process.

Digital Object Identifier (DOI)

RBCP has adopted Crossref's Digital Object Identifier (DOI) since 2018 to locate and access the academic and scientific productions it publishes on the internet.

DOI serves to assign a unique record to any material posted online. This identification number is composed of two sequences: a prefix (or root) that identifies the publisher of the document and a suffix determined by the person responsible for publishing the document.

In the case of RBCP, our DOI is 10.31412 and, currently, all editions have a duly assigned DOI.

In Brazil, the Lattes platform, of the National Council for Scientific and Technological Development (CNPq), uses the DOI as a form of digital certification of the bibliographic productions registered by the researcher in his Lattes curriculum.

This system facilitates document authentication and can also be included in the researcher's OrcID.

About Open Journal Systems (OJS)

This journal uses Open Journal Systems, which is open source journal management and publishing software developed, supported, and freely distributed by the Public Knowledge Project under the GNU General Public License. 

Charging Fee

RBCP is a free and open access service. There are no fees for processing submitted articles, nor does it provide any remuneration for the publication of available texts.

Archiving Policy

In order to ensure its preservation and perpetuity, all editions of the RBCP are stored, in physical format, at the National Police Academy Library, located in Brasília/DF, Brazil, as well as at partner institutions, through the Rvbi Network. .

In addition, electronic editions are preserved within the Intranet of the Federal Police College Coordination (CESP/ANP), according to the internal Information Technology policy.

Finally, in the event that our portal goes offline, it is possible to retrieve information and previous versions of the RBCP, from 2018, directly from the Internet Archive page.

Soon the page will also be preserved within the scope of the Jaspers Project.

Journal History

The Brazilian Journal of Police Sciences (RBCP) was launched in 2010 as part of the effort of the Federal Police College Coordination to promote scientific research involving the theme of Police Sciences, including topics related to Social Sciences, Political Science, Law, Public Security and Criminal Justice System issues that directly or indirectly affect police activity and are affected by it, among other corollary disciplines .

The RBCP Editorial Board currently has members from nine countries, namely Argentina, Brazil, Chile, Colombia, Spain, United States of America, England, Italy and Portugal.

Its development plan includes the translation of texts to an English language version and distribution of the printed version to all countries where the Federal Police has official representation, either through liaison officers or through embassy´s police liason. Thus, the permanent search for its internationalization and its wide international reach stands out,Thus, its wide international reach stands out, with the publication of scientific material in five languages (Portuguese, English, Spanish, French and Italian) and with the availability of printed and electronic versions, which are available in various indexers and institutions national and foreign.
