Analysis of the National Public Security Intelligence Policy and Strategy from the organizational capabilities perspective

Abstract

Security intelligence is an important tool for knowlesge creation and sharing inside and between law enforcement agencies. Recently, brazilian government instituted the National Public Security Intelligence Policy (PNISP) and the National Public Security Intelligence Strategy (ENISP). Research carried out in companies revealed that an effective knowledge management is associated to organizational capabilities related to infraestructure (structure, technology and culture) and to processes (knowledge acquisition, conversion, application and protection). Therefore, this research seeks to verify if that norms have elements related to this capabilities, using, for this purpose, content analysis method. As main conclusions, was observed that PNISP and ENISP have in their content elements related to that capabilities, with grater atention in the organizational structure and the knowledge acquisition process.

Graduated in Law - Faculdades Integradas Santa Cruz de Curitiba (2015) and graduated in Training Course for Military Police Officers by the Military Police Academy of Guatupê (2005). He is currently a military police officer - Military Police of Paraná. He has experience in the area of Defense, with emphasis on PUBLIC SECURITY, working mainly on the following topics: public security and intelligence.

She holds a bachelor's degree in Librarianship from the Federal University of Santa Catarina (1978), a Master's in Education from the Federal University of Paraná (1996) and a PhD in Production Engineering from the Federal University of Santa Catarina (2004). She worked for 10 years in the area of ​​technological research support at Fundição Tupy (Joinville); at Avibrás (São José dos Campus) and at the Aeronautics Technical Center (IAE - São José dos Campos). She worked as a professor at the Graduate Course in Information Management at the Federal University of Paraná for 25 years. She is a Senior Professor at the Graduate Program in Science, Management and Information Technology at the Federal University of Paraná. She has several published articles. She guides doctoral and master's work in Information and Knowledge Management. Did she head the Department of Information Science and Management? UFPR for 8 years. She coordinated, for 4 years, the Graduate Course in Information Management. Currently, she works as a Consultant in Organizational Intelligence, Information and Knowledge Management Projects.
